About programme
For the purpose of developing a zone of prosperity and a friendly neighbourhood with whom the European Union enjoys close, peaceful and co-operative relations, the European Commission decided to develop the so called European Neighbourhood Policy with its own instrument of financial assistance, the European Neighbourhood and Partnership Instrument (ENPI) which is applicable since 1 January 2007.
The "Romania - Ukraine" Neighbourhood Programme is a part of the first phase (2004 - 2006, ŇŔѲS) and is being implemented through a Grant Scheme using an Open calls for Proposals.
The Programme priority cooperation areas are:
- Promoting local socio-economic development
- Developing cross border integrated infrastructure systems
- “People to people” actions
Thus, realization of the programme covers Chernivetska oblast, Ivano-Frankivska oblast, Odeska oblast, Zakarpatska oblast – in Ukraine, and Botosani county, Maramures county, Satu Mare county, Suceava county, Tulcea county – in Romania.
About project
In the framework of Neighbourhood Programme “Romania – Ukraine” specialists of Transcarpathian Water Management have designed the project “Flood protection improvement and environmental sanitation on the Ukrainian-Romanian Tysa river border” and submitted its application form on 15 January 2008. This project corresponds to the second priority cooperation area of the Programme and touches upon measures to be taken in order to improve trans-boundary environmental management.
The project has won the European Commission Grant and started its realization from the Grant Contract conclusion on 21 July 2008.
Project aims at decrease of flood negative impact and antropogemnic pressure on environment and at flood protection measures planning improvement in Tysa river basin on the Ukrainian-Romanian border territory.
Territory of the project covers Tyachiv and Rakhiv rayons of Zakarpatska oblast, Tyachiv and Uzhgorod, in Ukraine, and Maramures County, in Romania.
Purpose-oriented groups of the project are the population its territory, regional water management organizations, regional and local authorities, ecological and agricultural organizations, socio-economical institutions of the target project territory in Ukraine and in Romania.
Project budget is 891 936 Euro.
Project duration is 24 months.
